Phaser Amplitude Units

How does the amplitude value of a phaser oscillator relate to units such as dBm or Watts? In the docs it says the oscillator amplitude is in units of "full scale." What does full scale mean and how does it relate to typical rf power units such as dBm?

Adding on to my initial question. I've measured the output power in units of watts and dBm and neither scale linearly with phaser amplitude. What kind of relationship should I expect?
