What version of ARTIQ are you using? Conda is no longer the recommended way to acquire or use ARTIQ, even on Windows.

The artiq_flash error is evidently indicating that OpenOCD, which is necessary to use artiq_flash, isn't available. Have you followed these instructions?

What firmware/gateware is your core device flashed with? Does it match your device database? If you can't contact your core device over network, see also this troubleshooting FAQ.

      IIRC we fixed that in recent ARTIQ versions. Please stop using an outdated beta.
